Expert proposes ways to solve China’s population problem

Chinanews, Beijing, Mar. 6 �C A professor recently proposed developing
service economy and promoting education as ��two key ways�� to solve
China��s huge population problem.
The idea was raised by Ji Zhu��a professor from the Beijing Technology
and Business University in the “China Economic Analysis Report 2006-2007″
delivered last Sunday.
The report says that based on the theories of service economy, economic
structural growth, and peaceful development, as well as the economic
opening policy, China should re-design its mode of achieving
socio-economic growth for the 21st century by focusing more on the
service economy, seeking for new development room, and improving the
country��s economic structure, so as to solve China��s huge population
problem from macroeconomic aspect. In microeconomic aspect, China can
promote and develop education to raise the quality of its human
resources, to increase family income and to raise social security
capability to solve the country��s population problem.
A nation��s population scale at a certain time is determined by such
elements as the nation��s water, food, space, economic structure and
degree of openness, says the report. It cites Israel as an example,
saying that in 2004, population density in Israel was 313 people per
square kilometer, which was 2.25 times the population density of China.
At the same time, the quality of arable land and freshwater resources in
Israel were worse than those in China. However, Israel not only has
managed to realize food sufficiency with its own efforts, it also has
become one of the developed countries in the world. From economic point
of view, the quality and quantity of China��s space resources are
generally better than those of Israel. If China��s population density
were at the same level as that of Israel, and if we took China��s
population base in 2004 (1.288 billion) as the basic figure, it would
mean that China’s current space resources could support 2.898 billion
people at the maximum. If China��s education level, its economic
structure and economic efficiency could be on a par with those of Israel,
it would mean that the 1.3 billion people in China could produce a GDP of
up to 21.34 trillion US dollars, or 7.6 times China��s current GDP figure.
The report says that in 2007, China should adopt a basic policy of
balancing its population scale against its resources and other economic
factors. By shifting to the service economy on a full scale, China can
realize a steady, sustainable and harmonious development in its economic
growth.
